1. Requirements
The following are the requirements for doctoral program admission:
- A recent colored passport-size photo, formally dressed and posed (facing the camera) with a blue background.
- A Master’s degree certificate or a legalized photocopy of the degree certificate.
a. A Graduation Certificate (SKL) is not valid.
b. Applicants with foreign degrees must provide degree equivalency documents from DIKTI (Indonesian Ministry of Education and Culture). - An original academic transcript or a legalized photocopy of the academic transcript, with the following GPA requirements for Master’s degree (S2) applicants:
a. ≥ 3.00 on a 4.00 scale (or equivalent) for graduates from an A-accredited study program.
b. ≥ 3.25 on a 4.00 scale (or equivalent) for graduates from a B-accredited study program.
c. ≥ 3.50 on a 4.00 scale (or equivalent) for graduates from a C-accredited study program. - Candidates must provide a program accreditation certificate from their highest education level.
- The accreditation must be current, evidenced by a scanned accreditation certificate or a screenshot from the BAN-PT website showing its validity.
- If the accreditation is under renewal, candidates must submit proof of accreditation submission to DIKTI.
- Applicants with foreign degrees must submit a Foreign Degree Equivalency Decree from DIKTI as proof of accreditation.
- Applications without valid accreditation documents will not be processed.
- A Graduate Academic Potential Test certificate (PAPs from UGM, TPDA PLTI, or TPA BAPPENAS), with a validity of up to 2 years from the date of issuance.
- A valid English proficiency test certificate, with a validity of up to 2 years from the date of issuance. Accepted tests include:
a. Academic English Proficiency Test (AcEPT) from UGM.
b. Test of English Proficiency (TOEP) from the Indonesian Test Service Center (PLTI), recognized by DIKTI for lecturer certification.
c. International English Language Testing System (IELTS) from an IDP-recognized institution.
d. Internet-Based TOEFL (iBT) from an IIEF-recognized institution.
e. Institutional Testing Program (ITP) TOEFL from an IIEF-recognized institution. - Two recommendation letters from relevant lecturers from previous academic studies, preferably from Academic Advisors.
- A health certificate issued by a doctor at a Community Health Center (Puskesmas) or Hospital.
- Specific requirements:
- Draft Dissertation Proposal (This does not need to be uploaded but should be directly sent/submitted to the intended study program along with a photocopy of the registration proof).
- The study program’s address can be found on its official website.
- A study permit or study assignment letter from the institution for currently employed applicants.
- A Memorandum of Understanding (MoU) or Letter of Appointment as a scholarship recipient, which must still be valid (for applicants applying through collaboration pathways).
2. Registration Procedure
- Create a registration account on the website http://um.ugm.ac.id
- Complete the online registration process.
a. Prepare all required documents. Documents submitted after the registration submission
will not be processed.
b. Prepare scanned copies of the following documents (minimum size 150KB and
maximum size 800KB for each file; scanned documents must be in color and clearly
readable for verification purposes), and upload them during the online registration
process. - Pay the registration fee through the multi-payment system of Bank Mandiri, BNI, BRI, Bank Syariah Mandiri (BSM), or BTN. Once paid, the registration fee is non-refundable and cannot be transferred to the next period for any reason.
- Print your registration proof, which will be required for registration if you are accepted as a prospective postgraduate student.

3. Admission Selection
Selection Criteria:
Selection is based on the following criteria:
- Educational Background – Includes formal education attended, duration of study, academic performance (GPA), scientific papers written, and other relevant activities related to the field of study.
- Research Proposal Suitability – The alignment of the applicant’s proposed research design with the intended study program.
- Personal Qualities – Candidate’s personality and integrity.
- Additional Requirements – Other specific requirements determined by each study program.
Selection Process:
The selection process for prospective doctoral candidates is conducted in a meeting attended by the responsible faculty member, the Program Study Chairperson, and the Postgraduate Development Commission Team of the Department.
The selection results are reported by the Program Study Chairperson and acknowledged by the Faculty Responsible Person (Dean) before being submitted to the UGM Rector. The final decision on acceptance is made by the UGM Rector and communicated to the applicant.
4. Registration and Re-registration
For newly accepted students, registration (enrollment) as a participant in the Doctoral Education Program is required. Similarly, for existing doctoral program students, re-registration is mandatory at the beginning of each semester, at the latest one week before classes start. Students who fail to re-register and do not have a valid student ID card are not allowed to engage in academic activities. Students who fail to re-register for two consecutive semesters without taking academic leave are considered to have dropped out of the program.
