FGD on the Formulation of the Agricultural Machinery Industry Roadmap 2025–2045: Indonesia’s Ministry of Industry Collaborates with DTPB FTP UGM to Drive National Agricultural Transformation

Tangerang, 4 November 2025 — The Ministry of Industry (Kemenperin) together with the Department of Agricultural and Biosystems Engineering, Faculty of Agricultural Technology UGM (DTPB FTP UGM), held a Focus Group Discussion (FGD) on the “Formulation of the National Agricultural Machinery (Alsintan) Industry Roadmap 2025–2045.” The initiative aims to align the strategic direction of agricultural machinery development to become more integrated, competitive, and supportive of the modernization of Indonesia’s agricultural sector.

The FGD brought together representatives from the Ministry of Industry, Ministry of Agriculture, local government agencies across Jabodetabek, academia, and industry players. The UGM team, led by Prof. Dr. Ir. Lilik Sutiarso and Dr. Andri Prima Nugroho, presented the concept of the National Agricultural Readiness Index (NARI)—a measurement tool for assessing the readiness of the agricultural machinery ecosystem based on human resources, industrial capacity, innovation and MSMEs, policy alignment, and technology users. Kemenperin welcomed the adoption of this index as a comprehensive assessment instrument for evaluating national alsintan performance.

Participants emphasized the importance of collaboration among government, industry, and academia to strengthen the national agricultural machinery ecosystem. Industry stakeholders highlighted the need to increase domestic component levels (TKDN), implement national standards (SNI), and provide a captive market to support economic scale. The UGM team also stressed the urgency of developing adjustable technology, referring to agricultural machinery adaptable to Indonesia’s diverse agroecological conditions.

The FGD concluded with a shared commitment to accelerate the formulation of the National Alsintan Industry Roadmap 2025–2045, consisting of four development phases:

  1. 2025–2029: Ecosystem Strengthening and Early Modernization

  2. 2030–2034: Industrial Digitalization and Smart Mechanization

  3. 2035–2039: Smart Mechanization and Global Expansion

  4. 2040–2045: Global Ecosystem and Sustainable Agriculture

This initiative serves as a strategic foundation in developing a more efficient, inclusive, and sustainable national agricultural machinery industry, supporting food security and agricultural technology independence.

The roadmap formulation is also aligned with the Sustainable Development Goals (SDGs), particularly:

  • SDG 2: Zero Hunger – through improved productivity and efficiency of mechanized food production systems;

  • SDG 9: Industry, Innovation and Infrastructure – through strengthened alsintan industry ecosystems, digital technology adoption, and local component innovation;

  • SDG 12: Responsible Consumption and Production – through increased TKDN, SNI standardization, and strengthened domestic supply chains;

  • SDG 13: Climate Action – through the development of environmentally friendly and climate-adaptive alsintan technologies.

Integrating SDGs ensures that the roadmap not only supports industrial self-reliance but also strengthens the long-term sustainability of Indonesia’s agricultural sector.

With the successful implementation of this FGD, the formulation of the National Alsintan Industry Roadmap 2025–2045 is expected to produce not only a comprehensive policy direction but also tangible impacts in strengthening industrial capacity, accelerating technological innovation, and enhancing the competitiveness of local agricultural machinery.
