Tim Peneliti Departemen Teknik Pertanian dan Biosistem, FTP, UGM melakukan survey lapangan dan Seminar Pendahuluan dalam rangka Penyusunan Masterplan Irigasi Kabupaten Paser Provinsi Kalimantan Timur. Kegiatan ini merupakan tindak lanjut dari kunjungan Pemerintah Daerah Kabupaten Paser. Survey lapangan dilaksanakan tanggal 2 dan 3 Mei 2023 dengan meninjau beberapa daerah irigasi untuk mendapatkan informasi awal tentang kondisi lahan pertanian yang ada infrastruktur irigasi, serta kondisi sosial ekonomi setempat. Seminar Pendahuluan dilaksanakan pada hari Kamis, 4 Mei 2023 di Badan Perencanaan Pembangunan Penelitian dan Pengembangan Daerah (Bappedalitbang) Kabupaten Paser. Seminar ini membahas metodologi penyusunan masterplan, temuan awal, dan hasil yang diharapkan dari masterplan nantinya.

Penyusunan masterplan irigasi Kabupaten Paser dimaksudkan untuk membantu pemerintah Kabupaten Paser dalam upaya menata sistem irigasi. Tim peneliti yang mengikuti kegiatan di lapangan terdiri dari Prof. Dr. Sahid Susanto, Prof. Dr. Azwar Maas, Dr. Murtiningrum, Dr. Chandra Setyawan, Dr. Hanggar Ganara Mawandha, dan Dr. Muh. Khoiru Zaki. 
Survei lapangan dilakukan dengan tujuan memperoleh gambaran umum kondisi saat ini sistem irigasi di Kabupaten Paser yaitu Daerah Irigasi Belengkor, Padang Jaya, Panemban, dan Mendik. Pada survei ini dilakukan inventarisasi infrastruktur irigasi, kondisi tanah dan air, dan kondisi sosial ekonomi setempat. 
Seminar pendahuluan dihadiri oleh Kepala Bappedalitbang, Mohd. Isnaini Yanuardi, S.Hut, MM., Asisten Perekonomian dan Pembangunan, Adi Maulana, perwakilan Dinas Pertanian, staf Bappedalitbang, serta perwakilan dinas teknis yang terkait dengan irigasi. Pada seminar ini Kepala Bappedalitbang menyampaikan bahwa Kabupaten Paser dituntut untuk mendukung pembangunan IKN ke depan salah satunya sebagai produksi pangan. Saat ini Produk Domesti Bruto Kabupaten Paser terbesar berasal dari pertambangan namun Pemerintah Daerah Kabupaten Paser akan mengubah fokus pembangunan menjadi pertanian sebagai sumber pendapatan karena lebih berkelanjutan.

The Research Team from the Department of Agricultural Engineering and Biosystems, FTP, UGM conducted a field survey and Preliminary Seminar for the Development of the Irrigation Master Plan in Paser District, East Kalimantan Province. This activity is a follow-up to the visit of the Regional Government of Paser District (link) to FTP UGM. The field survey took place on May 2 and 3, 2023, involving visits to various irrigation areas to gather initial information about the agricultural land conditions, irrigation infrastructure, and local socioeconomic conditions. The Preliminary Seminar was held on Thursday, May 4, 2023, at the Regional Planning and Development Agency (Bappedalitbang) of Paser District. This seminar discussed the methodology for developing the master plan, initial findings, and the expected outcomes of the master plan.

The development of the irrigation master plan in Paser District is intended to assist the government of Paser District in organizing the irrigation system. The research team that participated in the field activities included Prof. Dr. Sahid Susanto, Prof. Dr. Azwar Maas, Dr. Murtiningrum, Dr. Chandra Setyawan, Dr. Hanggar Ganara Mawandha, and Dr. Muh. Khoiru Zaki.

The field survey aimed to provide an overview of the current irrigation system in Paser District, specifically in the Belengkor, Padang Jaya, Panemban, and Mendik Irrigation Areas. The survey involved an inventory of irrigation infrastructure, soil and water conditions, and local socioeconomic conditions.

The preliminary seminar was attended by the Head of Bappedalitbang, Mohd. Isnaini Yanuardi, S.Hut, MM., the Assistant for Economy and Development, Adi Maulana, representatives from the Department of Agriculture, Bappedalitbang staff, and representatives from technical departments related to irrigation. During the seminar, the Head of Bappedalitbang mentioned that Paser District is expected to support the development of the National Food Barn (IKN), with a focus on agriculture as a sustainable source of income. Currently, the largest share of Paser District’s Gross Domestic Product comes from mining, but the local government intends to shift its development focus towards agriculture.
